This accessibility statement applies to our Adult Learning site. This website is run by North Yorkshire Council. We want as many people as possible to be able to use the website. For example, that means you should be able to:

navigate most of the website using just a keyboard

  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader, including the most recent versions of JAWS, NVDA and VoiceOver

AbilityNet has advice on making your device easier to use if you have a disability.

How accessible this website is

We know some parts of this website are not fully accessible:

  • it can be difficult to navigate using a screen reader
  • it can be difficult to navigate if you’re using keyboard-only navigation
  • some buttons and information are cut off when using smaller devices or zooming in
  • some buttons are too small and may be difficult to select if you have mobility accessibility needs

Technical information about this website’s accessibility

North Yorkshire Council is committed to making its website accessible, in accordance with The Public Sector Bodies (websites and mobile applications) (No. 2) Accessibility Regulations 2018.

Compliance status

The website has been tested against the Web Content Accessibility Guidelines (WCAG) 2.2 AA standard.
This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the ‘non-compliances’ listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons:
Non-compliance with the accessibility regulations

Focus state

  • All items on the pages have a focus state, rather than just the interactive elements. This fails WCAG 2.2 success criterions: 2.4.3 (Focus Order) and 4.1.2 (Name, Role, Value). This may cause confusion for keyboard-only users and screen-reader users.
We aim to resolve this issue by 31st December 2024
  • Some of the elements have a focus state that isn’t visible enough, and doesn’t meet WCAG 2.2 success criterions 2.4.7 (Focus Visible) and 1.4.11 (Non-text Contrast). Users who rely on the keyboard to navigate and who have low vision may find it difficult to understand where they are on the screen when the focus is on these buttons.
We aim to resolve this issue by 31st December 2024

Navigation

Some aspects of navigating the site may be difficult for some users, not meeting WCAG 2.2 success criterions; 2.4.5 (Multiple Ways) and 2.4.4 (Link Purpose (in context)). This may be difficult for users who may get lost in the site and not be able to find what they need.
We aim to resolve this issue by 31st December 2024

Pop-outs

At 175% zoom or more, a pop-out is available from the ‘i’ button in the top right. When this pop-out is open, the focus can go behind the pop-out and the user can’t see where the focus is. This fails WCAG 2.2 success criterion 2.4.11: (Focus not Obscured (minimum)).
We aim to resolve this issue by October 2024.

Order of elements on a page

When browsing course categories, the user will see a repeated element on every page (“helping you financially) before they see the results of their selection. The fails WCAG 2.2 success criterion 2.4.1 (Bypass Blocks). This may be more confusing for users who use zoom or are on smaller devices as they may not realise that they have to scroll for this.
We aim to resolve this issue by 31st December 2024

Error messages

If more than one error is made in the registration form, only the first error message is shown to the user at a time. This fails WCAG 2.2 success criterion 3.3.1 (Error Identification). The user may try to continue with the form, before realising there was another error to fix. This may cause issues for users with cognitive accessibility needs and mobility accessibility needs.

We aim to resolve this issue by 31st December 2024

Coding

  • Some input fields haven’t been marked up correctly. This fails WCAG 2.2 success criterion 1.3.1 (Information and relationships). People who use assistive technology may find it difficult to use this form and fully understand what they need to do.
We aim to resolve this issue by 31st December 2024
  • Some elements don’t use the supported ARIA attributes, failing WCAG 2.2 success criterion 4.1.2 (Name, Role, Value). This may cause issues for people that use assistive technologies.
We aim to resolve this issue by 31st December 2024

Entering information

On the login page, the field labels disappear when you start typing in your email address and password. This fails WCAG 2.2 success criterion 3.3.2 (Labels or instructions), and may cause some confusion for people if they forget what information they’re supposed to be entering.
We aim to resolve this issue by 31st December 2024

Size of elements

Some of the interactive elements on the site may be too small for some people to select, not meeting WCAG 2.2 success criterion 2.5.8 (Target Size). Some people with mobility issues may find it difficult to be precise and select the option they need.
We aim to resolve this issue by 31st December 2024

Headings

On some pages, there are headings without the preceding heading earlier in the page e.g. there is an ‘h4’ heading but no preceding ‘h3’. This doesn’t meet WCAG 2.2 success criterion 1.3.1 (Information and Relationships) or 2.4.10 (Section Headings).

What we’re doing to improve accessibility

We plan to identify and fix issues according to the timescales shown for each area above.
